NASAのキツキツの予算事情について: No Real Vision

さてさて、LISA (Laser Interferometer Space Antenna)などのSpace Science Missionというのはここ最近の予算削減によって大きな痛手を受けている。というか、予算が付かなくて中止や延期に追い込まれている。うちの研究グループ (Stanford LISA Teamと呼んでいる)も然りで昨年以来研究費が降りていない。


記事は古いが(2006.3)、NASA Administrator's Statement About FY2007 Budgetによると、

This budget, with an increase over last year's appropriation, demonstrates the President's commitment to carrying out the Vision for Space Exploration, which he articulated from this stage just over two years ago, and especially so in view of the other pressures on the government in the wake of the greatest natural disaster our nation has faced and the war on terrorism.

問題の原因は"the President's commitment to carrying out the Vision for Space Exploration" なのだ ("the President"はG.W.Bush氏である)。


で、"expansion of human presence (into the solar system)" ってことで、人を絡めたいわけだ。

As we look forward to the events that will define this century and beyond, I have no doubt that the expansion of human presence into the solar system will be among the greatest of our achievements. I am proud that America, through NASA, leads the way.


問題となっているのは、有人宇宙計画を推進するためのプロジェクトの優先順位（予算振り分けの優先順位）だと思う。

But leadership means setting priorities of time, energy, and resources, and leadership means making difficult decisions based on the best facts and analysis available. One plain fact is NASA simply cannot afford to do everything that our many constituencies would like us to do. We must set priorities, and we must adjust our spending to match those priorities.

Setting these priorities and formulating the budget to reflect them is, in many respects, the foremost policy decision a NASA Administrator makes in the course of working with the White House and Congress. Our democracy demands a healthy debate on such funding priorities, and I believe that this budget provides a balanced approach in setting them.

この予算、資金繰り問題の構図は、

  1. 有人宇宙計画 (月, 火星) に力点を置く
  2. 国の威信を掛けてスペースシャトルの打ち上げを成功させたい。
  3. ISS (International Space Station, 国際宇宙ステーション) を完成させる。
  4. Hurricane katrinaの緊急の復興予算 (emergency supplemental needed to recover from Hurricane Katrina)
  5. テロとの戦争、イラク問題など (NASAは直接関係はないが、国家予算が軍事費に注ぎこまれる）
  6. しかしながら、予算の限度額は決まっている（国家予算の0.7%, ちなみにアポロ計画時代、60-70年代、は4%超（だったかな))。
  7. 限られた範囲内で 1〜4 を達成しようとするので、無人計画, space science mission の予算をカットして割り当てる。
  8. そのため、LISAなど、関連したプロジェクトは予算削減や、プロジェクト中止を迫られる。

といった感じか。


プロジェクトリーダーである教授から、以前にcongress (議会)からは（この状況はおかしいと）非難の声が上がっている（からその内よい方向に変わる可能性がある）と言っていたが、このような記事がある：Congress Criticizes NASA Budget Request。

The House Science Committee’s Republican chairman and senior Democrat told NASA Administrator Mike Griffin they had little interest in accelerating the U.S. space agency’s exploration plans at the expense of science and research.

Griffin appeared before the House Science Committee Thursday to defend his agency’s 2007 budget request of $16.792 billion, which would hold science spending to a 1.5-percent increase next year in order to fund a nearly $1 billion increase for exploration. NASA plans to postpone or cancel several major science missions to help free up the additional money its needs to build new spacecraft and launchers while also operating a space shuttle fleet slated to fly 16 missions to the international space station before its retired in 2010.

“I am extremely uneasy about this budget, and I am in a quandary at this point about what to do about it,” Boehlert told Griffin. “This budget is bad for space science, worse for Earth science, perhaps worse still for aeronautics. It basically cuts or de-emphasizes every forward looking, truly futuristic program of the agency to fund operational and development programs to enable us to do what we are already doing or have done before.”

Let’s put the bottom line right at the top. The Bush administration is unwilling to provide the funds necessary to fulfill its Vision for Space Exploration.

The reasons―whether Iraq, Katrina, or the president didn’t really mean it―don’t matter. The White House wants U.S. obligations to the international space station partners to be honored, the space shuttle flown as many times as necessary to complete the station’s construction, and a replacement for the shuttle (the Crew Exploration Vehicle, or CEV) flying by 2014. All very laudable goals in principle, but not so if the funds are not provided.

The administration has handed these goals to NASA without the funds necessary to accomplish them. NASA’s human spaceflight program was left $3 billion to $5 billion short for flying the desired number of shuttle flights and completing space station construction. This dilemma has forced the NASA administrator to cannibalize the rest of the agency for the money. Last year he tapped aeronautics and technology. This year all that is left to pay the bill is science.


さすがに、予算の見直しをすることを検討されているらしい (The NASA Science Misions Getting Cut, UNIVERSE TODAY)

Scientists, space interest groups, and even members of Congress have expressed so much concern about NASA's $16.79 billion budget request for Fiscal Year 2007 that the Associate Administrator of NASA's Science Directorate has reportedly agreed to review the proposed cuts in science and solar system exploration programs.


再度繰り返しになるが、"manned missions"を断行するべく、$3 billion ($3,000,000,000, 約3.4兆円)をplanetary explorationおよびscience missionから横取りしようとしているのだ。

Central to the problems of this budget is that the space shuttle program has a projected $3 - 5 billion shortfall for the planned 17 missions before the shuttle is to be retired in approximately 2010. To alleviate that shortage, NASA is planning to shift $3 billion from planetary exploration and science over the next four years to pay for the manned missions.


で、その結果の一つとして、↓のようになっている。

Beyond Einstein would be delayed indefinitely. These are missions such as Constellation -X and LISA that would attempt to answer questions about the Big Bang, Black Holes and Dark Matter.

軍事やmanned missionにフォーカスばかりして、Science missionにお金を出さないということは、他にも問題がある。


例えば、うちの研究グループは大学内の研究グループだから、研究成果をあげることに加えて多くの優秀な学生を"教育する"目的もある。大学に研究費をわりふれないということは、研究室が学生を雇うことができない（基本的に大学院生はRA, Research Assistantshipなどの仕組みによってサポートされる)。研究費がないと、学生が集まってこない。すると、10年, 20年後にspace scienceの領域で頭角を現すような芽をむざむざと摘んでしまうことに繋がるわけだ。そういう長期的な観点からしても、現政権はよく我が身を振り返るべきだと思う。


ということで、今年の夏はStanford Golf Courseに精力的？に出掛けて、このsad storyをコースのメンバーの方々にして、研究室にgrantやdonationをしたがるような人がいないか発掘しようと思っている（ほんとかよ）。このコースはメンバー専用(private)で年間莫大な会費を払っているらしい*1。メンバーになるような人は、学歴と実績があって、さらにお金が有り余っているような人が多いし、科学に興味を持っている割合も高い。そういう人をひっつかまえて、プロジェクトリーダーらと話をさせるようにセットアップができるとすばらしいぃ。


さて、また回数券を買わねば。。。

*1:学生はメンバーではないが、特権としてプレーできる。なんでもStanford Golf ClubにStanford Universityが土地を提供しているから、その代償として学生にプレー資格を与えているとさえている。ちなみに卒業してもalumni、卒業生としてプレー資格を維持できるので、入学と同時に半メンバーなのである。が、メンバーのイベントには参加できないが。。。そりゃ当たり前やな。
